John Winkelman, WG'80

Winkelman_Head_Shot_(002).jpgMr. Winkelman recently retired after over 30 years managing teams to develop applications and implement systems designed to deliver information to executives, senior management, consultants and customers. He has extensive experience in developing both information warehouses and the software tools necessary to produce Executive Information Systems. As CIO for a public health agency, John was able to successfully re-invigorate a 250-person IT division to deliver high-quality service and support to over 2500 internal users while also adding Internet technologies to customer service delivery.

Mr. Winkelman spent over 12 years consulting at the Center for Medicare and Medicaid Services (CMS) working for Teradata as Program Manager for the installation and implementation of the Integrated Data Repository (IDR). The IDR is the foundation for the One PI project, used by CMS to combat fraud, waste, and abuse of Medicare and Medicaid. Mr. Winkelman most recently worked with the Office of Information Technology as the Data Strategist for the IDR.

Mr. Winkelman worked extensively with the Center for Program Integrity (CPI), developing the program integrity requirements for Medicaid/CHIP data that are integral to T-MSIS and evaluating Medi-Medi matching options through access to State MMIS data, while also assisting CPI and the Office of Enterprise Management in the planning stages for meeting the Medicaid/CHIP data requirements in Section 6402 of the Affordable Care Act.
