Charlie is currently the head of community health and safety net initiatives at L.A. Care Health Plan, the largest publicly operated health plan in the nation, serving more than 2.7 million individuals in Los Angeles County. He is playing a key leadership role in expanding Medicaid benefits beyond traditional healthcare to include a value-based approach to housing support and other services tailored to the needs of the most vulnerable communities in Los Angeles County, including over 60,000 unhoused individuals.

Prior to his current role, Charlie had cultivated a depth of experience in harnessing the power of value-based care to push the bounds of healthcare services. Charlie started his career at the Advisory Board Company, and has since held leadership roles in business development, product development, and strategy at CareMore Health, Cricket Health (now Interwell Health), and Evolent Health.

In addition to his work in value-based care, Charlie served in the U.S. Navy for 8 years. His military service included a 12-month deployment to Afghanistan in support of Operations Freedom’s Sentinel and Resolute Support, where he earned a Defense Meritorious Service Medal, and two years in command of a 22-sailor reserve expeditionary company stationed in Coronado, California.

Charlie received his MBA in healthcare management and entrepreneurial management from the Wharton School at the University of Pennsylvania and a BA in English at the University of Pennsylvania.
